What would you suggest is the best way to set up a bathrobe on a rigged character? I don't want to go the cloth route, as I'd like to the control the shape of the bottom and flaps of the robe . . . Any good suggestions?

Unfortunately I don't have any good suggestions for bathrobe rigging. It's probably possible to put a skinCluster on the robe and have it deform with the body, and then use another deformer like a cluster to animate the bottom and flaps.
